I get this question sometimes, and the answer is:
1. Throw things away—gather all the rubbish, sort it, and discard it. Empty all wastebaskets and rubbish bags. Anything that shouldn't remain must go. Paper for recycling, deposit cans, plastic, metal, rubbish, and compost. This is absolutely the first thing you do.
2. Put everything that belongs in the dishwasher in the dishwasher and start it.
3. Gather laundry, towels, bed linens, and clothes that need washing and take them to the laundry.
4. Then tackle the dirtiest areas first: clean the bathroom, and don't take cloths, brushes, and bottles into other rooms. Keep your bathroom cleaning supplies in the bathroom.
5. The kitchen: scrub the sink, stove, countertops, etc.
6. Top to bottom: Dust from top to bottom, wipe the windows, radiators, and baseboards.
7. Finally, do the floors: vacuum and mop.

The simple answer is: sort out/discard, do the dishes, do the laundry, dust/wipe, and finally vacuum/mop the floors.
2. Does top to bottom no longer apply?
Absolutely, that applies when you wipe and dust, but there's little point in dusting if you haven't tidied up first.
3. Haven't we forgotten the baseboards now?
You also need to wipe the baseboards, but you don't need to do it as often. It's perfectly fine to skip it sometimes.
